1st I've heard of the Chevrolet Sports Department, it's inception began in April 1968, and it ran up to 1976 during the Olympics. Also, I've never heard of the Sports Recreation Department, both were marketing phrases more than they were outfits at GM.

Here are all the pages of the 1969 Chevrolet Sports Department brochure:

The Ford marketing was known as the Performance Clinic, and the Dodge and Plymouth marketing was the Scat Pack Club and the Rapid Transit System, but until today, I don't think I'd ever heard of the Chevrolet Sports Department
